You couldnt moderate it the way this forum is, only there are ways of keeping a record of whats been said.

another way is to have selected trusted forum members agreeing to do a stint in the chat room (say from 7pm til 9pm on a weds eve for example) and they can chuck out anyone who is being abusive/ breaking the rules.

thats what happens on another forum I am on.
